In Edmonton and Alberta, the "polluter pays" principle means that those who cause pollution are responsible for the costs of preventing, controlling, and remediating that pollution. This principle is enshrined in the Environmental Protection and Enhancement Act (EPEA). The EPEA outlines the responsibilities of polluters and empowers the province to take actions against them, such as issuing orders, penalties, or designating contaminated sites.
